拝啓、私は日本人です。偉大な大統領を尊敬しています。
私は大いに不快です。それは中国が「一帯一路」（Belt and Road ）フォーラムに、北朝鮮を参加させたことです。しかし北朝鮮は、フォーラム初日に新型弾道ミサイルを発射しました。
中国や北朝鮮の考えることは、理解不能です。中国や北朝鮮が何をやらかすか？わからないので恐怖です。
私が残念だと思うのは、アメリカ軍のサイバー攻撃が解読されミサイル発射が成功したことです。
何度も申し上げますが、アメリカ軍が急がねばならないことは、軍事衛星と情報通信技術で、相手国のミサイルなどの制御権を奪うサイバー攻撃システムです。兵器のほとんどはコンピュータと通信により稼働しているので、この制御権を奪うことで、敵対国の兵器をアメリカ軍のものとすることができます。勿論、相手国の原子力発電所も対象です。
大統領は軍事的に強いアメリカとするために、このシステムの完成に予算を最優先してください。
軍事目的以外の経済分野でもサイバー攻撃は国家を揺るがすほどの脅威になりつつあります。この問題はＧ７が連帯して対策を講じることが急務です。今後、テロリストの犯罪は、この分野が主力になると思います。
このような社会において、 国際組織犯罪防止条約（TOC条約・パレルモ条約）は、再考すべきです。日本政府は、18日までに、批准のための国内法（共謀罪）を成立させるようです。アメリカでさえ、州によっては 条約の批准をしていないと思います。日本に再考を促してください。日本が批准を急ぐべきは、人権に関する条約の批准です。
私は、２０１０年「入管法違反幇助事件」日本政府から受けた、不法な扱いに対して、国連の人権高等弁務官事務所に、「個人通報制度」で告訴したいのですが、「個人通報制度」の批准をしていないのでできません。「個人通報制度」の批准をするほうが先だと思います。

I am very uncomfortable. That is China's participation in North Korea at the Belt and Road Forum. However, North Korea launched a new ballistic missile on the first day of the forum.
What you think of China and North Korea is incomprehensible. What does China and North Korea do? I am afraid because I do not know.
I think it is disappointing that the cyber attack of the US military was deciphered and the missile launch succeeded.
I will tell you many times, what the U.S. Army needs to hurry is a cyber attack system that deprives control of missiles and other countries of the other country with military satellites and information and communication technology. Most of weapons are operating by communication with computers, so by depriving this control right we can make weapons of the hostile countries be those of the US military. Of course, it covers the nuclear power plant of the other country.
Please make your budget top priority in completing this system in order to make the president the militarily strong US.
Even in economic fields other than military purposes cyber attacks are becoming a threat to shake the state. It is urgent for this issue to be taken jointly by the G7. I think that this field will be the mainstay of terrorist crime in the future.
In such a society, the International Organized Crime Convention Treaty (TOC Convention - Palermo Convention) should be reconsidered. The Japanese government seems to establish domestic law (conspiracy charges) for ratification by 18th. Even in the United States, I think that some states have not ratified the treaty. Please encourage Japan to reconsider. Japan should ratify ratification is the ratification of the Convention on Human Rights.
I would like to file a complaint with the United Nations High Commissioner for Human Rights office against the illegal treatment received from the Japanese Government in 2010 "Individual Reporting System", but "Personal Reporting System" Because we have not ratified the system, we can not do it. I think it is better to ratify the "personal reporting system".
